Every year, Borough President Richards provides tens of millions of dollars in discretionary funding for capital projects and programmatic expenses for not-for-profit organizations throughout Queens.

This funding is available to city agencies, nonprofit groups, cultural institutions and both public and charter schools for projects that serve New Yorkers. See below for information on how nonprofits, schools, cultural groups and others can apply for funding this fiscal year.

Discretionary Funding

Every year, the Queens Borough President’s Office provides discretionary funding for capital projects and programmatic expenses for nonprofit organizations throughout Queens. This funding is available to city agencies, nonprofits, cultural institutions and public and charter schools for projects serving city purposes. The deadline to apply for capital funding is Thursday, February 19th at 5pm, unless otherwise noted.

Fiscal Year 2027 Queens Borough Board Budget Hearing

In accordance with Section 241 of the New York City Charter, the Queens Borough Board will hold a hybrid public hearing on the Mayor’s Fiscal Year 2027 Preliminary Expense and Capital Budgets on Monday, February 23rd and Tuesday, February 24th, beginning at 10am on both days. The hearing will be held both via Zoom and in person in Room 200 at Queens Borough Hall, and this input will be used to develop the Queens Borough Board’s budget priorities for Fiscal Year 2027.

Those interested in testifying and/or requesting funding can register for speaking time on February 23rd by clicking here or on February 24th by clicking here. The deadline to register for either day is Tuesday, February 17th at 5pm.

Time slots will be allocated to those testifying in the order in which they registered. City agency representatives will be allocated 6 minutes of speaking time, while community board representatives will be allocated 4 minutes and nonprofits will be allocated 2 minutes. Speakers who did not register by the deadline will be added to the end of each day on a first come, first serve basis. Please be prepared to submit 15 written copies of your testimony if you are testifying in person.

If you are applying for capital funding and represent a Not for Profit (501c3), please review the guidelines above and complete the application by Thursday, February 19.

FEBRUARY: Budget hearing, capital funding deadlines.

MARCH-JUNE: Capital project vetting and determinations.

JULY: Not-for-profit award letters are mailed.

SEPTEMBER: Public school award letters are mailed.

JANUARY-JUNE: Application submissions.

JULY-SEPTEMBER: New fiscal year begins and applications are reviewed.

OCTOBER-NOVEMBER: Award letters are mailed

FOLLOWING JANUARY-FEBRUARY: Initiation documents are submitted and reviewed.

FOLLOWING MARCH-APRIL: Terms of contract and scope of services are determined, contracts signed.

FOLLOWING MAY-JULY: Reimbursements are made at the conclusion of the contract.
